/api/v2/queue-admin/overview

Aggregate health snapshot of Horizon supervisors, queues, and per-tenant backlogs.

Read-only. Aggregates pending/delayed/reserved depth per queue, computes EWMA throughput, and a predicted clear ETA. Per-tenant breakdown is derived from Horizon job tags (we already tag every job with the active tenant).

Authentication: Requires Bearer token. Caller must pass the is_power_user middleware.
