Request Edit Access

/api/record-locks/:recordType/:recordId/request-edit

Politely knock for edit access while another user holds the lock. Broadcasts a record-lock.requested ping to the current holder (a non-blocking prompt that someone wants in) without changing the lock. Returns the current state so the requester sees who they are waiting on. Takes no request body.
