Returns all decoration placements (active and inactive), ordered by sort_order then name.

📄️Create Decoration Placement

Create a new decoration placement. `name` is required; `slug` is auto-derived from the name when omitted.

Update a record. Same fields as create.

📄️Delete Decoration Placement

Delete a record from the registry.
