List Active Rate Cards

/api/v2/pro-forma/rate-cards

Active (latest effective) rate-card rows for every channel type, keyed by channel_type. Default-category rows only — category-specific variants are resolved server-side into the context fee defaults.

Used by the frontend calculator as offline fee defaults and for the "rates as of" provenance chip (version / effective_from).

Requires Bearer token (products scope).
