Create Work Center

Create a work center. Authorization: requires a token carrying the manufacturing:read scope to read and manufacturing:write to change. Fields: name (required, max 255), code (required, max 64, unique across work centers), default_hourly_rate (numeric, 0 or more), default_operator_id (an existing user), overhead_rate_percent (0-100), capacity_hours_per_day (0-24), utilization_pct (0-100), efficiency_pct (0-100), is_active (boolean). utilization_pct and efficiency_pct derate the work center's available hours in capacity planning: capacity_hours_per_day x utilization_pct x efficiency_pct is the load a plan compares against. Both default to 100 (no derate), and sending null or an empty value for either is treated as 100 rather than as a clear. The created work center is returned at the top level, not wrapped in data.
